I wouldn't be super surprised if Nintendo made a pikachu agent. After all, Microsoft Agent WAS popular in the early 2000s, so it would make sense for a pikachu agent to be made. While sure, it could've been another company that partnered with Nintendo that made it as well. Though all we know currently is, whoever made it must have affiliation with Nintendo (or probably took the sprites for pikachu off Nintendo's site and fused them all into one agent character).

Tbh Nintendo has sent cease and desist letters to anyone who has dare say the name of any one of their IPs. So I was wrong.
